This article analyses the problem of representation in different contexts: permanent military leagues such as the Delian and the Peloponnesian League; federal states such as Boeotia in the fifth and fourth centuries BC; and occasional military alliances such as the anti-Spartan coalition led by Thebes after Leuctra, at the height of its hegemony. The aim is to show that a system of representation which takes into account the size of the population – and therefore its military potential – proves in practice more efficient, better able to forestall discontent and more effective in safeguarding parity among members, whether of symmachiai or of federal structures, than apparently more egalitarian and “democratic” arrangements.
